Traditional RMF processes are notoriously painful. Twelve-month timelines to get systems authorized. Hundreds of hours spent copying data between tools. Documentation that’s obsolete before it’s finished.
So when vendors started promising “automated compliance,” “ATO in days,” and “100% RMF automation,” the appeal was obvious. Organizations need speed. Teams need relief from manual overhead. Everyone needs the pain to stop.
But here’s the problem with most of what’s being sold as “RMF automation” today:
It’s documentation theater, not actual compliance.
The Real Problem: RMF Controls Are Not All the Same
RMF isn’t a paperwork framework. It’s a risk management framework. And NIST control language is very clear about what it expects.
Some controls explicitly require documentation as the deliverable. Others require verifiable system behavior and operational evidence. Treating every control like a narrative-writing exercise is how organizations end up with impressive-looking packages that don’t reflect real security.
A simple way to think about it:
- Documentation controls: the artifact is the point.
- System-state controls: the system behavior is the point.
- Operational controls: proof comes from ongoing monitoring, testing, and human process.
If your “automation” only produces text, it can only reliably satisfy the first category. The rest requires evidence.
The Evidence Hierarchy RMF Actually Uses
This is where most “AI compliance” tools go wrong. They confuse claims with proof.
There are three levels, and only one of them is truly defensible:
- Documentation Policies, procedures, narratives, SSP language. Useful, often required, but usually not proof of implementation.
- Claims about systems “We log events in Azure Monitor.” “We patch monthly using Intune.” These are second-order statements. They claim evidence exists somewhere else.
- System-generated evidence Configuration values, logs, scan results, patch reports, identity settings, SIEM queries, drift detection. This is first-order evidence: it reflects reality.
Questionnaires and generated narratives live in levels 1 and 2. RMF compliance for technical controls lives in level 3.
Why Questionnaire-to-SSP Automation Fails on Technical Controls
The most common “RMF automation” architecture looks like this:
Questionnaire → LLM → Document template → “All controls implemented” → “ATO in 24 hours”
It demos well. It produces a complete-looking SSP. It can even generate persuasive prose for every control family.
But it cannot prove controls that depend on runtime configuration and continuous enforcement.
Here are a few examples that break questionnaire compliance immediately.
AU-2 and AU-3: “Audit is happening” must be proven, not stated
AU controls aren’t satisfied because you wrote down a list of auditable events. AU-2 requires that you specify which events are audited and then demonstrate that those events are actually being logged.
If you document “privileged commands are audited,” AU-3 requires evidence that audit records contain that information in real output.
Acceptable evidence is not a paragraph that says “yes, we do this.” Evidence is:
- sample log events showing the required fields
- SIEM queries demonstrating coverage
- log aggregation output showing event type, source, time, and content
- proof that logging is enabled across the in-scope assets
Without access to the logging systems themselves, an AI-generated control narrative can only guess.
And guessing is not compliance.
AU-4: Audit Log Storage Capacity is a system behavior control
AU-4 requires allocating audit log storage capacity to accommodate retention requirements.
A policy that says “we retain logs for seven years” is not evidence. Neither is a questionnaire answer.
Evidence looks like:
- retention configuration in the log platform
- storage capacity and rollover settings
- proof logs don’t roll off under load
- monitoring showing capacity headroom and alerting on thresholds
If your tool can’t connect to the system that stores logs and show those settings, it can’t credibly claim AU-4 is implemented.
AC-2.5: Inactivity logout is binary at runtime
AC-2.5 requires users to log out when inactivity exceeds a defined threshold (for example, 15 minutes).
This is not implemented because a policy says it’s implemented. It’s implemented only if the system enforces it.
Evidence includes:
- session timeout configuration values
- authentication and application settings
- test results showing forced termination
- logs indicating session expiration events
A generated narrative that says “sessions are terminated after 15 minutes” is not compliance if users can stay logged in for hours.
SI-2: Flaw remediation is a measurement, not a statement
SI-2 requires determining whether system components have applicable security-relevant updates installed using platforms like EMM, cloud patch reporting, vulnerability scanners, CMDB, or a centralized patch console.
A document saying “we patch monthly” is not what the control asks for.
The control expects you to measure patch status and demonstrate the result. Evidence includes:
- patch compliance reports from endpoint management
- vulnerability scan results showing missing updates
- cloud provider patch status reporting
- configuration management outputs
- trends over time, and proof you detect drift
If your tool can’t pull those reports, it can’t automate SI-2. It can only automate the claim that SI-2 is being done.
That’s documentation theater.
NIST Is Explicit When Documentation Is the Evidence
This is why the “everything is a document” approach is so misleading. NIST control text is clear when documentation is the required deliverable.
Take a family “-1” control like MA-1. The verbs are unambiguous:
- develop
- document
- disseminate
- review and update
In MA-1, the policy and procedure artifacts are the point. Automation can help here by generating drafts, enforcing review cadence, and tracking dissemination and updates.
But AU-4 and AC-2.5 don’t say “document.” They say “allocate” and “require.” They describe behavior, not paperwork.
RMF does not treat all controls as narrative exercises. Tools shouldn’t either.
Why This Matters More Than Most Teams Realize
When “automation” produces complete packages without evidence, it creates two dangerous outcomes:
- False confidence Teams think they’re secure because the paperwork looks complete.
- Hidden liability If a breach happens, the organization doesn’t just have weaknesses. It has artifacts claiming controls existed when they did not. That’s a bad place to be—operationally, contractually, and legally.
For government systems, the mission impact is obvious. Adversaries don’t care what your SSP says. They care what’s actually exploitable.
Paper compliance doesn’t protect missions. Evidence-backed security does.
What Real RMF Automation Requires
Generative AI is powerful and useful. It can accelerate writing, reduce manual overhead, and improve consistency.
But AI cannot fabricate evidence. And it cannot replace integrations.
Real RMF automation requires:
- Direct integration with real systems Logging platforms, SIEMs, identity providers, endpoint management, vulnerability scanners, configuration management, asset inventory, and cloud control planes.
- Evidence collection mapped to controls Proof that a control is implemented must be traceable to a source of truth.
- Continuous monitoring and drift detection Controls don’t stay compliant automatically. Configurations change. Agents fail. Logs roll off. Permissions expand. Evidence must be refreshed, not frozen in time.
- Honesty about what cannot be automated Some controls require human judgment. Some require physical verification. Some require external attestations. Pretending otherwise is not innovation. It’s marketing.

What Buyers Should Ask Any “RMF Automation” Vendor
If a vendor claims “100% RMF automation” or “ATO in 24 hours,” ask them three questions:
- Show me your evidence sources. For AU-4, AC-2.5, SI-2—where does the proof come from?
- Show me continuous monitoring. How do you detect configuration drift or control failure after authorization?
- Show me what you can’t automate. If the answer is “nothing,” you’re not hearing an engineering claim. You’re hearing a sales claim.
Vendors selling documentation theater will struggle with these questions. Platforms built on real integrations will welcome them.
The Bottom Line
RMF exists to manage risk, not generate paperwork. Tools that automate paperwork without producing evidence aren’t just ineffective—they’re actively dangerous. They create checked boxes while leaving systems insecure.
The future of RMF automation isn’t choosing between speed and quality. It’s building systems intelligent enough to deliver both by:
- automating what can be automated,
- assisting where judgment is required,
- and being honest about what demands manual verification.
That approach works. And it’s what government deserves.
